You must have your Mexican liability insurance before you enter Mexico. Any of these insurance companies will email you a PDF of the insurance policy and take online credit card payments.
Make sure that the policy is in force until the day after you leave Mexico. It is very difficult, and nearly impossible to extend the policy once you are in Mexico.
